CAL = Science instrument calibration observation
CFG = Observation required non-standard payload configuration
CY5 = As yet unapproved Cycle 5 proposal target. Due to the
time-critical nature of this observation, Ron
Oliversen approved observing it before official
approval of this proposal; if the proposal is not
approved the data will become public immediately.

1. EUVE Science News

1.1 EUVE Under New Management

On 14 Mar 1997 CEA at UCB assumed all overall management and
operational control responsibilities for the entire EUVE observatory.
As of the above date both the science payload and Explorer Platform
(EP) spacecraft operations are being conducted by and at UCB. My
congratulations to the joint GSFC/UCB team that accomplished the
relocation (a.k.a. "outsourcing") of the spacecraft operations *on
schedule and on budget*. The EUVE Project will continue to work with
the user community in order to maximize the scientific productivity of
the EUVE observatory.
1.2 EUVE TOO to ALEXIS Transient
--------------------------------
On 18 Mar EUVE interrupted its observing program to observe an
unscheduled Target of Opportunity (TOO) to a newly-detected EUV
transient source detected by the ALEXIS satellite. The EUVE Flight
Operations Team (FOT) was able to begin observation of the transient
source location within two hours -- a record for EUVE -- of initial
notification by the ALEXIS team. We hope that EUVE TOO observations
of these transient sources will help to resolve the mystery of the EUV
bursts that are being detected by the ALEXIS mission.
1.3 New Data Service to EUVE Observers
--------------------------------------
Beginning on 25 Apr the EUVE Observatory enhanced its current GO, GI,
and Archive research programs by offering a number of new computer
accounts to facilitate remote processing of EUVE data. The service
includes access to EUVE computer systems and ONE GIGABYTE of disk
space. Interested EUVE users should contact the GO/GI/Archive Program
at the address indicated below.

1.5 Public GO/RAP Data Release for 1 May 1997

The table below lists the GO/RAP observations that become public on
1 May 1997. For each observation is given the target name, the
approximate exposure time in ksec, the GMT start/end dates, the
target's spectral type, and the data identification code (GO and RAP
data are marked accordingly). All public data sets can be ordered
from the archive via WWW and electronic or postal mail (see addresses
below). Please be sure to include in your order the DataID(s) of
interest. Processed data sets are shipped via postal mail on 8mm tape
or (if requested) on CD-ROM.
The data rights policies for observations state that Principal
Investigators (PIs) have proprietary rights to the data for a given
period of time from the date (s)he receives it. It is often the case
that long observations are broken up over many months; e.g., an
observation approved for 60 ksec may actually be observed for 10 ksec
one month, 20 ksec the next, and 30 ksec three months later. In such
cases the proprietary period begins after the PI is sent the final
piece of the completed observation. See the UCB-CEA WWW site (address
below) for a complete list of publicly available EUVE data products.

otherwise noted, researchers may obtain preprints of the UCB-CEA

Researchers are encouraged to contribute *accepted* EUVE-related
abstracts for inclusion in future editions of this newsletter and for

FAINT SOURCES IN THE EUVE SURVEY: IDENTIFICATION OF WHITE DWARFS,
ACTIVE LATE-TYPE STARS AND GALACTIC NUCLEI

We report the classification of 23 new extreme ultraviolet sources
from the Lampton et al. (1997) catalog. The optical spectra presented
identify the objects as 14 active late-type stars (including a
possible T Tauri star), three white dwarf stars, and six active
galactic nuclei (a Seyfert galaxy, a BL Lac object 1ES 1028+511 [or
EUVE J1031+508], and four quasi-stellar objects). We have detected Ca
II absorption lines in the BL Lac object and measured its
redshift. Two of the white dwarf stars are unusually massive (M > 1.1
M_sun. Our sample of late-type stars includes five previously known
high proper motion objects (EUVE J1004+503, EUVE J2244-332A+B, EUVE
J1802+642, EUVE J1131-346) of which one is the well known flare star
TX PsA (EUVE J2244-332B). We report an unusually high level of
activity for the primary component of the TX PsA system (EUVE
J2244-332A), which may indicate flare activity. The group of late-type
stars is on average almost 3 magnitudes fainter ( ~ 13) than the
typical member of the Extreme Ultraviolet Explorer (EUVE) all-sky
survey catalog (Bowyer et al. 1994). All Galactic and extragalactic
objects were also detected in the Rontgen Satellite (ROSAT) Position
Sensitive Proportional Counter (PSPC) survey, and most are at the
faint limit of the EUVE detectors. These identifications expand the
list of known EUV sources to 557 and increase the list of detected
extragalactic sources by nearly a third (from 22 to 28).

2. EUVE Satellite Operations News

2.1 UCB Assumes Operational Control of EP Spacecraft

As mentioned above, the "outsourcing" of EUVE EP spacecraft operations
has been completed. Operational control authority was officially
passed from GSFC to UCB at 22:00 GMT on 14 Mar 1997. This huge
project, which was a joint GSFC/UCB effort, was completed on schedule
and on budget. On behalf of the EUVE Project I would like to extend
our most sincere thanks to the many, many persons involved in this
mammoth task.
First and foremost, the Project wishes to thank those at NASA
Headquarters who provided the opportunity to attempt the EUVE
outsourcing "experiment". We offer particular thanks to Dr. Guenter
Riegler.
Secondly, we wish to thank the very many persons in the different
departments (e.g., MSOCC, CMF, NASCOM, FDF, PACOR, Flight Software,
Engineering, etc.) at GSFC for laying the groundwork and/or for their
direct assistance and support in implementing the EUVE outsourcing.
Particular thanks are offered to the following:
o To Mr. Bill Guit and his Lockheed-Martin FOT who, since launch,
flew the EP spacecraft, and then trained their UCB counterparts to
do the same.
o To the development team for their hard work in developing,
testing, and implementing the workstation-based Transportable
Payload Operations Control Center (TPOCC) spacecraft command and
control system.
o To the members of the Network Control Center (NCC) for their
excellent support in simplifying and streamlining the spacecraft
planning and scheduling process.
o To the outgoing EUVE Mission Director, Mr. Kevin Hartnett, for his
truly outstanding and super-human efforts in coordinating and
facilitating all GSFC involvement in the great multitude of
technical and programmatic issues.
Finally, at UCB, thanks go to the members of the FOT and to the
software and systems personnel for their great efforts. Particular
thanks go to the following:
o To Greg Picard for his excellent efforts in working with the NCC on
the spacecraft planning and scheduling process.
o To Dennis Biroscak (who is no longer at CEA) and Alex Herz (of
Omitron, Inc.) for their efforts in supporting the initial
outsourcing organization and implementation efforts.
o To Rob Nevitt, George Kaplan, Mike Gunter, and Brett Stroozas --
the core outsourcing management team at UCB -- for their untiring
efforts in all aspects of the outsourcing.
The outsourcing was difficult, challenging, and very demanding for
everyone involved. However, GSFC and UCB, in a cooperative team
effort, rose to the challenge and completed the effort on schedule and
on budget. The success of the outsourcing has thereby proved the
viability of a University conducting integrated satellite payload and
spacecraft operations. Congratulations and thanks to everyone
involved!

3. EUVE Outsourced Extended Mission Status Report

Work continues to outsource EUVE Explorer Platform (EP) spacecraft
operations from GSFC to the EUVE Platform Operations Center (EPOC) at
UCB-CEA. The following sections describe some of the outsourcing
highlights from Mar 1997:
o Handover of spacecraft operations responsibilities -- As mentioned
above, operational control of the EP spacecraft was officially
transferred to UCB on 14 Mar. Representatives from NASA HQ, GSFC,
and UCB met via telecon early that day and discussed the remaining
outstanding performance criteria and open issues. Everyone agreed
that no critical items remained, and collectively approved the
operations handover, which officially occurred at 22:00Z. A
Memorandum of Agreement (MOA) was completed and signed, pending
completion of outstanding modifications and clarifications to the
existing Cooperative Agreement. A combined UCB/GSFC press release
on the outsourcing was also completed and submitted to NASA for
distribution.
o Remote support area ready at GSFC -- The final critical issues were
resolved in establishing a remote support area in the Software
Development and Validation Facility (SDVF) at GSFC. This area will
be used by remote experts at GSFC to support EUVE in cases of
spacecraft emergency. On 12 Mar GSFC and UCB successfully tested
the flow of realtime telemetry data to the SDVF.
o GFE -- Progress continued to be made in the shipment of
government-furnished equipment (GFE) from GSFC to UCB. The
hardware and software for the ETAWS/EAS trend system was packed and
shipped, and the remaining TPOCC and CMS equipment was being
readied for shipment.
