NRA 93-OSS-02 DEADLINE
======================
Proposals for the Extreme Ultraviolet Explorer (EUVE) NRA 93-OSS-02
are due September 3, 1993.  This deadline applies to the electronically
submitted target list form, as well as the paper copy of the proposal
submitted to NASA/Goddard Space Flight Center.  Questions about the
EUVE instruments and the EUVE Bright Source List can be directed to
the EGO Center via e-mail (Internet) egoinfo@cea.berkeley.edu.

NRA Appendix D Updated
======================

The instructions for Appendix D of the NRA 93-OSS-02 have been
clarified.  Also, the electronic version of Technical Assessment Form
was missing and is now available.  Updated versions are available via
anonymous ftp at ftp@cea.berkeley.edu (128.32.154.12).

Section 6 in Appendix D how reads:

"6.  Technical Assessment Form - For each target to be observed, the
proposal should discuss the observing plan and demonstrate the likely
visibility of the sources in the requested observing time.  The analysis
techniques to be used to achieve the required data quality should be
discussed.  The discussion should not exceed one half page per target.  In
addition, one Technical Justification Checklist form should be completed
for each class of targets being proposed for (e.g., line sources,
continuum sources) to demonstrate the methodology used in computing the
signal-to-noise for the discussions on the Technical Assessment Form.  A
completed checklist must be included for a proposal to be considered."


NRA 93-OSS-02 Submission Hints
==============================

When preparing your GO proposal for NRA 93-OSS-02, it would be wise to
use the EGO Handbook in filling out the Technical Justification
Checklist.  To be fair to everyone, we must use published information
that accompanies the NRA when we perform technical reviews.  The EGO
Handbook is available via anonymous FTP at ftp@cea.berkeley.edu.
If you choose not to use the information in the Handbook, you should
make it clear in your proposal why and how your information differs
from ours.  To get the must accurate published information on the
instrument, we recommended that you get the electronic version of the
Handbook from the anonymous ftp site.

NASA POLICY ON EUVE PROPOSALS
-----------------------------

The NASA NRA 93-OSS-02 (Extreme Ultraviolet Explorer Guest Observer
Program) is generally intended to solicit proposals for new
observations with the EUVE spectrometers. Such proposals may, in
addition, request the EGO standard data products from the Deep Survey
Scanner.  The Deep Survey data products are source position, source
flux, and a photon event list (including position and time
information). No further Deep Survey data processing or analysis
software is available nor will the EGO Center supply additional
assistance for Deep Survey data. 

Nevertheless, in some cases, proposers may, for scientific reasons,
wish to observe a source only with the Deep Survey Scanner.  Such
proposals will also be considered. However, once again, only the EGO
standard data products will be available to the Guest Observer. 

Proposals for EUVE archival research are not being accepted for this
NRA; such proposals should be submitted to the Astrophysics Data
Program (ADP) NRA. Proposals for new observations of ANY Cycle 1
targets, including calibration targets observed during IOC, the Survey
or Cycle 1 and PI guaranteed time targets are acceptable for this NRA.
Guest Observers awarded second cycle calibration targets will acquire
1 year proprietary rights for those new observations. 



PRINCIPAL INVESTIGATOR GUARANTEED TIME OBSERVATIONS POLICY
----------------------------------------------------------

NASA awarded to the Principal Investigator of the EUVE All Sky and
Deep Sky Surveys, C.S. Bowyer (University of California, Berkeley), 5%
of the EUVE spectroscopy time as Guaranteed Time Observations (GTO).
The GTO targets must be approved by the EUVE Project Scientist and the
targets may not conflict with approved Guest Observer (GO) programs.
Additionally, each cycle GTO targets are chosen only after NASA has
selected the current cycle of approved GO targets.  Cycle 1 GTO
targets have been included in the online listings of the long range
EUVE schedule found in the Anonymous FTP account 128.32.154.13
(ftp@cea.berkeley.edu) and in the EUVE NRA Appendix G.  However,
neither list explicitly identifies which targets are the GTO targets,
so the GTO targets are listed below.  In the future, GTO targets will
be published in the EUVE newsletter within 30 days after approval.
Target lists, observation plans (short and long range schedules), and
lists of past observations are updated monthly and available in the
Anonymous FTP directory pub/nra/doc.appG.  The file
observation_request.tbl lists all Guest Observers, their accepted
targets and integration times; the GTO targets are labelled as
PI-Year-1. The community is also reminded that the Project Scientist
holds discretionary time, amounting to 5%, in reserve for doing timely
and unique EUVE spectroscopic observations whose scientific merit
deserves consideration outside the normal peer review process.

APPENDIX D - TECHNICAL ASSESSMENT FORM
--------------------------------------

There has been some confusion about what is required for the Technical
Assessment Form.  The Technical Assessment Form consists of two parts:
1) The Proposed Observations/Technical Feasibility form where each
object's visibility is justified; this includes estimates of the
intrinsic source fluxes, interstellar column densities, and potential
source variability; and 2) The Technical Justification Form where one
must supply specific information for one target in each class of
objects within the proposal.  The Technical Feasibility form is
similar to one used last year where the assumptions and calculations
of the object's observability should be demonstrated in less than a
half of a page per target.  The Technical Justification form will
assist the technical review by providing a detailed example of how the
proposer's are calculating their requested integration time for a
required signal-to-noise ratio.  The Technical Justification form is
available via an Anonymous FTP account at "128.32.154.13". The
complete Technical Assessment Form is required for the hard copy
submission to NASA/Goddard Space Flight Center, but only the Technical
Justification Form is required to be electronically submitted to:
