Jones (file) This memo is meant to clarify and amend various ESOC support policies in preparation for zero shift operations. It addresses the 20-hour criterion, the issue of on-call support personnel for the ESOC, and the response to a payload reconfiguration resulting from an anomalous situation. 1. 20-Hour Criterion The 20-hour criterion remains in effect. This criterion states that all detector high voltage units (HV) should be turned off in the event of either of the following: A) The ESOC has not been able to monitor the payload for 20 hours and does not expect to in the immediate future. B) It is expected that monitoring will not resume for at least 20 hours. Condition A allows the ACE to keep the payload HV on with the expectation of a quick fix, while condition B allows the ACE (with Duty Scientist approval) to shutdown the detectors immediately when it is known that the problem will take a long time to be fixed. 2. On-Call Personnel CEA management has stated that there will be no after-hours or weekend support for the ESOC from Central or from the Duty Software Engineers; the ACE (and, via the ACE, the Duty Scientist) will continue to be on-call during off-shift hours. If a problem with the ESOC occurs during off-shift hours that requires software or systems support then the ACE will apply the 20-hour criterion to the problem in order to determine whether to shutdown the detectors (upon approval of the Duty Scientist). 3. Instrument Reconfigurations Response The main responsibility of the ACE is to respond to and investigate anomalies, working with the Duty Scientist to verify that the science instruments are safe. In the event of the situation where the instruments are safe, and where the payload instruments require reconfiguration (e.g., due to clamup), the ACE will attempt to reconfigure as rapidly as possible. When proper commanding support is unavailable the ACE, with Duty Scientist concurrence, may defer reconfiguration until the next business day.
